The decree, signed by President Recep Tayyip Erdoğan, introduces a visa requirement for Tajikistan nationals holding ordinary passports for their travels to Türkiye, under Article 18 of the Law on Foreigners and International Protection, numbered 6458.

The official statement from the decree reads:

"The visa exemption applied to citizens of Tajikistan holding ordinary passports for their travels to Türkiye has been revoked pursuant to Article 18 of the Law on Foreigners and International Protection, numbered 6458."

This decision has garnered attention following reports that some Tajik nationals, accused of carrying out a terrorist attack in Crocus City, Moscow, had traveled to and from Türkiye prior to the incident, with considerable coverage in the Russian media.

In response, the Tajikistan Ministry of Foreign Affairs noted that Türkiye had not officially informed Dushanbe about the revocation of the visa exemption for Tajik citizens.

The ministry's statement indicated that Tajikistan is considering imposing visa requirements on Turkish citizens based on the principle of reciprocity.
